According to <\/span><a href=\"https:\/\/www.toronto.ca\/wp-content\/uploads\/2024\/12\/949f-TorontosCurrentandFutureClimate-REPORT-Final.pdf\"><span style=\"font-weight: 400;\">Toronto\u2019s Current and Future Climate 2024 Report<\/span><\/a><span style=\"font-weight: 400;\">, average annual temperatures have been steadily rising, resulting in more variable and intense rainfall over shorter periods. While overall rain is expected to increase, it\u2019s becoming more localized, meaning some areas get sudden, severe downpours.\u00a0<\/span> <\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">The <\/span><a href=\"https:\/\/climateinstitute.ca\/news\/fact-sheet-climate-change-and-flooding\/\"><span style=\"font-weight: 400;\">Canadian Climate Institute<\/span><\/a> <span style=\"font-weight: 400;\"> notes that, \u201cIncreasingly frequent and severe short-duration rainfall events increase the likelihood of flash floods, especially in urban areas, by overwhelming storm sewers and drainage systems.\u201d\u00a0<\/span> <span style=\"font-weight: 400;\">In the past two decades alone, Toronto has experienced at least four intense storms that surpassed the 100-year storm threshold in some areas. Each one caused widespread flooding and millions of dollars in damages.\u00a0<\/span> \u00a0<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-lake-ontario\">Lake Ontario<\/h3>\n\n\n\n<p><span style=\"font-weight: 400;\">Toronto\u2019s proximity to Lake Ontario is a significant factor in the city\u2019s flood risk. <\/span><a href=\"https:\/\/trca.ca\/news\/lake-ontario-2020-water-levels\/\"><span style=\"font-weight: 400;\">Water levels in Lake Ontario naturally rise<\/span><\/a> <span style=\"font-weight: 400;\"> each spring and early summer due to inflows from Lake Erie and runoffs from watersheds. While these fluctuations are a normal part of the lake\u2019s cycle, extreme weather and unusually high water levels can make problems much worse.<\/span> <\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">In a <\/span><a href=\"https:\/\/www.toronto.ca\/wp-content\/uploads\/2024\/12\/949f-TorontosCurrentandFutureClimate-REPORT-Final.pdf\"><span style=\"font-weight: 400;\">report prepared for the City of Toronto<\/span><\/a> <span style=\"font-weight: 400;\"> by the Toronto and Region Conservation Authority, the events of 2017 and 2018 were given as examples of how Lake Ontario can dramatically impact flooding in the city.<\/span> <\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">In 2017, snowmelt and heavy rain caused Lake Ontario\u2019s water level to peak nearly 0.91\u202fm above average, leading to flooding and erosion along the entire span of Toronto\u2019s waterfront and Toronto Island Park.\u00a0<\/span> <span style=\"font-weight: 400;\">A year later, in April 2018, a windstorm produced waves not seen in more than 45 years. The report notes that, \u201cover a 24-hour period, the windstorm produced the same amount of damage as the flooding that was experienced over the entire course of 2017.\u201d\u00a0<\/span> <\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">While flood control measures can help mitigate some risk, it cannot be entirely eliminated. That means that for those living in communities along the water, like Pickering Beach in Ajax, the risk of flooding is even more significant.<\/span> \u00a0<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-urbanization\">Urbanization<\/h3>\n\n\n\n<p><span style=\"font-weight: 400;\">Urban growth has transformed Toronto\u2019s landscape, increasing the flood risk. As the city expands, more surfaces, such as roads, parking lots, and rooftops, prevent the natural absorption of rainwater. At the same time, the loss of green space and wetlands reduces the land\u2019s ability to absorb and redirect stormwater.\u00a0<\/span> <\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">The result? More surface flooding, especially during heavy rainstorms. The Jane and Wilson area in Toronto is a prime example. According to the <\/span><a href=\"https:\/\/trca.ca\/conservation\/flood-risk-management\/flood-risk-area-jane-wilson\/\"><span style=\"font-weight: 400;\">Toronto and Region Conservation Authority<\/span><\/a><span style=\"font-weight: 400;\">, \u201cDense urban development in the Black Creek floodplain and drainage area makes this area particularly susceptible to flooding.\u201d\u00a0<\/span> \u00a0<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-topography\">Topography<\/h3>\n\n\n\n<p><span style=\"font-weight: 400;\">Toronto\u2019s natural landscape plays a big role in its flood risk. The city has low-lying areas, valleys, and river floodplains that are naturally prone to collecting and channelling water during heavy rain. Over time, urban development in these areas has made the risk of flooding worse.\u00a0<\/span> <\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">Take the <\/span><a href=\"https:\/\/trca.ca\/conservation\/flood-risk-management\/flood-risk-area-rockcliffe-smythe\/\"><span style=\"font-weight: 400;\">Rockcliffe-Smythe neighbourhood<\/span><\/a><span style=\"font-weight: 400;\">, for example. As the City notes, \u201cDevelopment of the Rockcliffe-Smythe neighbourhood began after the Second World War. It was common, at the time, to develop lands near rivers, and to build in the path of the natural floodplain. Historical development in this area, as early as the 1940s, has encroached on the watercourse\u2019s floodplain and resulted in a significant flood risk.\u201d<\/span> \u00a0<\/p>\n\n\n\n<h3 class=\"wp-block-heading\" id=\"h-aging-infrastructure\">Aging infrastructure<\/h3>\n\n\n\n<p><span style=\"font-weight: 400;\">It\u2019s no secret that Toronto\u2019s infrastructure is aging, and it\u2019s becoming more obvious as the city faces heavier rainfall and faster population growth.\u00a0<\/span> <span style=\"font-weight: 400;\">As <\/span><a href=\"https:\/\/projects.thestar.com\/climate-change-canada\/toronto-flooding\/\"><span style=\"font-weight: 400;\">Councillor Gord Perks stated<\/span><\/a><span style=\"font-weight: 400;\">, \u201cWe are sitting in a city that was built for a climate that no longer exists. All of our systems were designed for what we would call a 50- or 100-year storm, but now we are getting them every three years. Our streets, our pipes, our bridges, our tunnels, everything is designed for the wrong climate.\u201d<\/span> <\/p>\n\n\n\n<p><span style=\"font-weight: 400;\">An example of this is the <\/span><a href=\"https:\/\/www.toronto.ca\/community-people\/get-involved\/public-consultations\/infrastructure-projects\/black-creek-drainage-improvement-study\/\"><span style=\"font-weight: 400;\">Black Creek trunk sewer<\/span><\/a><span style=\"font-weight: 400;\">, which was built in the 1960s and now serves over 350,000 residents. Over the years, population growth has pushed the sewer beyond its limits, leading to floods and even delays in approving <\/span><a href=\"https:\/\/www.canada.ca\/en\/housing-infrastructure-communities\/news\/2025\/10\/investing-in-critical-housing-infrastructure-to-supercharge-homebuilding-in-toronto.html\"><span style=\"font-weight: 400;\">new housing developments<\/span><\/a><span style=\"font-weight: 400;\">.
